i was involved in a rear-end accident in 12/99 in PA, my car was totaled and i am still treating for the injuries i received. the driver that hit me admitted that he was not wearing a seat belt and was not issued a ticket for this offence or for the fact that he was speeding and not paying attention to the road. can i still insist that the police issue a ticket after this period of time has passed?
