citation without hearing my side

What is the name of your state? FL I was driving in a medical parking lot at very slow speed when a pedestrian walked into the left rear of my car. She stated that the rear tire ran over her foot, however no hindrance in walking at that time. We exchanged information an went on with our business. 5 hours later a state policeman arrived at my home and handed me two citations already made out. One for failing to report an accident and one for failure to yield to a pedestrian. The lady called the state police 3 hours after the incident to file an accident report. He said he cited her for failure to report an accident in a timely manner. My questions are: shouldn,t I been allowed to tell my side of the story before being cited and should i take this to court?

No, that is why we have courts. Each side will tell their story and the judge will make a decision based on the testimony and evidence presented.

should i take this to court?

That is entirely up to you. At a minimum I would suggest talking to a local attorney, he/she can give you the best options for contesting the citations.
