What is the name of your state? CA
Our eighteen year old son has his own car, purchased by us. Our son allowed a friend to drive his car and while driving our son's car, the friend hit a fire hydrant our son's car. Who is responsible for the damage to that fire hydrant, the owners of the car, us, or the parents of my son's friend?

The driver and owner of the car are equally liable in the eyes of the city. Most likely the city will go after the insurance that covers the vehicle. When the insurance pays, the insurance carrier will then go after the driver for reimbursement.
