Claims Adjuster will not call me back

YOUR STATE NAME - California
My son was rear ended at the end of February and the claims adjuster for the driver that hit him will not return my phone calls. I have since put the car in the shop however, the adjuster tells the body shop that she will by by shortly and it's been over two weeks.

I didn't have insurance coverage at the time so I can't involve my insurance company. How can I get this adjuster to take care of the damages to my car?
