collection agency bargaining

What is the name of your state?TX
I had a wreck in Febuary with no insurance. The insurance has finally handed it over to a collection agency. At first the insurance wanted 12600, then the collection agency started at 11600. I have the money but am trying to drive down the price. It seems that when you offer a lump sum they jump all over it. They first said 9000 lump sum, I said I couldnt even though I could, so I say 4000 they say too little. They said that if I can come up with the money by friday theyll go down to 7000. I have the money, but I was wondering if I should keep playing hardball with them or am I pushing my luck. The collection agency is insurex Inc. I just don't want them to finally resort to the state with suspension of me and my dads license and registrations along with us having to file sr22 for two years, and then on top of that they might demand the whole amount. What do you guys think?

If you have the money, pay them the $7000 and move on. It's a reasonable offer.
