Company giving mother in law the run around

My mother in laws car was hit. She was parked on the street in front of her work. The person that hit her was a tow truck driver. He didn't secure the vehicle he was towing and it swung out and hit my mother in laws car.
Mother in law called the tow company and they told (mom) to get 2 esteimates. She got 1 for 1,100.00 plus 3 days rental car use. She sent that one in and they called and told (mom) if she didn't get them another esteimate they were going to come out and do the esteimate. They told (mom) if she didn't do it right away she would have to take her car to them for all the repairs. She gave them a second quote for 900.00 plus 4 days rental car. It has been 3 days and she hasn't heard anything from them.
1.How long do they have to reply to her esteimates?
2.Does she have the right to take her car where she wants, or do they choose the place from her quotes?
3.She say's that the person she spoke to was very rude and yelled at her over the phone. Should she get a restraining order?
4.What should she do if he just shows up at her work and checks out her car?
5.Does she have the right to tell him not to check out her car?

someone please answer. My wife called and tried to get them to compensate her mom, but they yelled at her and told that they would handle it in there time, not her mothers. They told her that they would make an appointment for mom, and she would go to the appointment if she wanted the car fixed.
