Compensation in accident

I live in PA. My sister was involved in an accident about 2 months ago where her car was totalled. Three cars were involved. Car one who hit car 2 who hit stopped car 3(my sister). Now car 2 insurance company is stating that they are not responsible for 100% of the rental fees and for 100% of car value. The police report states that they are at fault. shouldn't they have to pay my sister 100% of the expenses for rentals and 100% of the blue book value of her car???? I need to know as soon as possible. thanks
