What is the name of your state? CA

i was involved in auto accident w/ 2 other passengers suffered injuries.

the 2 passengers are planning to file law suit against me because both of my auto insurance & the other party's insurance declined their demand.

my auto insurance denied their claim was because they declared that i was not at fault.

the other party's auto insurance declined their claim because the arbitration determined that they don't have liability.

i am not sure what to do at this point, am i responsible for their medical expenses? What is the name of your state?

No idea since you didn't say what actually happened. If they sue you, your insurance will provide for your defense.
