CVC 21801(a) violation

What is the name of your state (only U.S. law)? California

my husband was involved in a car accident. based on the police report, he violated CVC 21801(a), the other driver violated CVC 12500 (a) and has two (2) prior convictions of CVC 12500(a). the car my husband used was his mothers and unfortunately insurance was cancelled due to non-payment. based on the police report, is my husband fully liable for whatever cost that my incur for the repair of the damage cars?
