Dangerous intersection

How do you go about legally putting a traffic light or a 4 way stop signed intersection? There has been numerous accidents at this intersection,don't know if anybodys been killed.
I use this intersection quite a bit and notice there is a definite blind spot as I look to my right. Plus when the sun is setting it is blinding.What is the name of your state? NY

Either way, you can't - you complain to the proper agency, who may or may not conducyt a DOT study for the intersection and, depending on the results, make any necessary changes.

I know there is another intersection going the other way. It was the same type of intersection, but a motorcyclist died. So I gather somebody has to die to make the intersection safe.
