What is the name of your state? Louisiana

My husband and I recently went to a used car dealer to purchase a car. We signed the paperwork on 12/26/02. We gave them our downpayment and trade in. About 2 weeks later, they tell us that we do not have a loan and now need more information to get a loan. We have been trying to give them the information that they have asked for, but it has taken some time because we are truck drivers and are not home very often. It is now 2/11/ 03 and the dealer is telling us we still do not have a loan. Can you give us some advise on what our rights are. We beleive when we signed all the paperwork that we had a loan. Are we correct, or was it still in the air? Thank you for the help.
