In Delaware, Car A goes into the dealership to have a lock repaired. While waiting for the lock to arrive, Dealer employee uses car to get to a coffe shop. He drives thru red light and collides with Car B. Car A's policy denies coverage since it was not heir policyholder's fault. Dealer tells Car B driver that insurance follows the car and they will not cover the damages. There is no collision coverage on Car B.
