What is the name of your state? OKLAHOMA

I got hit in a parking lot by a lady. The cops would not come since it was in a parking lot.

She did not have a drivers liscense, just an Oklahoma ID. I got her address, phone #, ID # and the tag of the vehicle.

The vehicle, however, was not hers. She was borrowing it from a friend, and could not find the insurance, if it had any. It did have up to date tags.

I have called and talked to the lady, but she is giving me the runaround about whether or not the van had insurance (she keeps telling me she can't get a hold of her friend).

In Oklahoma, can I file a small claims case, and actually have a chance at winning against her? What should my next step be?
