What is the name of your state? michigan

my dog was hit on a state trail, that borders my property line, by a uninsured snowmobiler.
my dog required $600 in surgery and the snowmobile has $1200 damage to it.
who is legally responsible for any damages?

Since you said "state trail" I'll assume that it wasn't your property. If your dog was running uncontrolled and or off of the owner's property that you are completely at fault. The snowmibiler just hit an animal on the trail... He, of course, has violated the law, but you are at fault for the accident.
