This is typical of a plea bargain case. The D.A.'s office could spend a lot of money and charge the person with a more serious crime but they are not sure they could get a conviction. By plea bargaining, they get a conviction and the bad guy gets his hand slapped. The is nothing Connie can do in this case, it is a criminal case between the jurisdiction and the defendant. It could be the person has a full time job and a family to support and putting him in jail would cause a whole lot more harm than good. Her daughters options are to sue the bad guy for lots of money. She should see a personal injury attorney immediately.
