DUI Hit and Run but they caught him FL no fault insurance law help

Hello, in october of last year I was involved in an accident where a drunk driver rear ended a collegue's car I was driving with him in it, registered in FL (I have insurance in CT only in FL 2 months at the time) and fled the scene, we got a plate number and the police arrested him running from the car, he is now in house arrest. I sustained some back injuries.

My first question is who's insurance is responsible, im getting a run around from all the companies. The car I was in's insurance says my home (CT) insurance should cover my medical bills however I apparently dont have medical coverage on my policy in CT. The offenders vehicle's insurance says that my bills should be covered by the car I was drivings insurance and all they want to do is settle.

My second question is after I hit the 10K PIP limit since this was a felony hit and run/ DUI case, will the offenders insurance then cover me till I am healed, and if so to what limit. They are trying to settle for an absurdly low amount and obviously im not accepting at this point. The treatment was going very well, however I had to suspend it to figure out who was paying my bills as they were adding up fast, currently at 6 thousand. The suspension has lost quite some ground, that is why im concerned.

Im getting an attorney either today or tommorow, but would like to get some basic information before I commit to anything.

Any help would be greatly appreciated.
