What is the name of your state (only U.S. law)? Virginia

Can an employer require an employee to pay the insurance deductible for an automobile accident while the employee was driving a company car on company time and company business? In this particular instance the employee's main responsibility is driving company cars; however, the company states that any employee involved in an auto accident using a company car would be required to pay the deductible. There is no clarification stated as to whether the accident was the employee's fault or not. There is some evidence that the company has exercised this policy in the past.What is the name of your state (only U.S. law)?

Yes, this can be required, though most likely NOT via payroll deduction. If the accident isn't the employees fault, then there won't be a deductible because the at-fault party will cover the damage in full. But if the employee causes an accident why shouldn't he be responsible for the deductible?

Provided they are able to recover the amount directly or through subrogation from the at-fault party...
