Ex Husband Car

What is the name of your state? Texas

Last week, my ex husbands car was parked downtown Fort Worth and he was at a meeting. Well a Dallas County van ran a red light (witnessed by others according to the police report) and totaled my ex's car.

Right now, my ex is renting a car because he needs a car for both his business and his side job. He spoke with a fleet manager for Dallas County and they are telling him that it's going to be 6 weeks before they can render a decision on how they are going to handle the situation. Well, my ex cannot afford a rental car for that long and now has to wait. Here are my questions:

1) Is there nothing that Dallas County can do in the meantime? Pay for the rental car? something?

2) If the Fort Worth Police department found Dallas County at fault, isn't that cause enough for Dallas County to start processing some sort of claim or settlement?

My ex's car was paid off and only carried liability because of the age of his car. ..but with him being without a car now, he's got no method of transportation to take care of his business or teaching.

Any advise would be greatly appreciated.
