California:
updated insurance policy, paid in full.
Next day was hit by someone speeding through a parking lot as I started to back out.
Am I at fault?
Insurance says policy was "still processing" so they may not pay.
Broke--laid off, any options?

Your insurance is valid once you pay the premium. It may take time for the paper work to be processed though. Anytime a vehicle is backing out of a driveway or parking space, it is the drivers responsibility to yield to all traffic. Unless you can prove the other driver was negligent (speeding is not always considered negligent driving), you are the party at fault.
