two years ago I was in a fender-bender on private property
(hospital driveway). no witnesses, no cops, no police report. i say it's his fault, he says it was my fault. i was
uninsured at the time. He filed a claim, I did not. now the
comm of pa-risk & ins management says I owe them $1000.
I have not been in court or any other legal procedure on this matter. By what authority can they charge me $1000
without a court judgement or proper investigation?
This accident happened in philadelphia, PA.

Hi if you say there were no witnesses or nothinhg, you should be careful. was there somone else in their car. there maybe someone that witnessed the accident that you dont know about. but if there was noone, then its your word against his. why dont you blame him and demand money.
