What is the name of your state? What is the name of your state? Missouri

I was involved in an accident and destroyed a fire hydrant
tyring to avoid a car turning in front of me. The other driver hit the rear bumper of my SUV as I swerved to avoid him. He was coming from the opposite direction and not paying any attention he drove in front of me . After he hit my bumper I ran over a fire hydrant and landed in a ditch (water spurting out in the air). I was not injured. Their were many witnesses and they watched him leave the scene and got his Licence Plate #.
The officer who wrote the report told me unless I could prove he hit me, he could not write it up as a hit & run. I have a dent in my rear bumper and 6 witnesses at the scene . Shouldn't this be enough proof?
Also , what about the fire hydrant I hit, am I responsible for the damage?

Thanks for any help on this
Jerry
