Is there any defense to "following too closely"?

I was approaching an intersection and the light was green. The person in front of me clearly looked like they were going to go through the light and I was going to follow right behind him. As he entered the intersection the light changed to yellow and out of nowhere he decides not to go through and stops short. I jammed on my brakes but I was driving a cargo van and was unable to stop in time.

I got out of my vehicle and asked him if he was ok. He said "yes." Then I said "I thought you were going to go through the light" He replied "So did I, but then I stopped."
