What is the name of your state? NC

My son was walking his dog on the street in front of his house. The dog ran in front of a car and was hit. A neighbor witnessed it and sais the man was speeding. The speed limit is 25mph. My son also thinks he was speeding.
regardless of the speeding should the driver's insurance pay for the vet bills?

Nope, the speeding wasn't the cause, it was the dog running in the street where it shouldn't have been. The driver and his insurance company cannot be held liable for your son's negligence in controlling the dog.

Your medication must not be working. No insurance company is going to pay a claim for someone running over a dog in the street. If the dog caused any damage to the vehicle, the vehicle owner could make a claim against the dog owner though.
