Have to pay back insurance money on health insurance?

I was in an auto accident. I was fully stopped at sign and she fell asleep and ran into me. Her policy limit was $25,000. I did not carry pip nor did she. I was told by my car insurer that if i have good medical coverage i did not need pip. My health insurance has paid everything so far. But now they want to be paid back in full. Can they demand and win this? Can't they sue her to be reimbursed?
