Hawaii Permissive users statute

What is the name of your state? Hawaii

I reside in california, but accident occured in hawaii.
My rental car. A permissive user, that was not on the rental policy was driving the car, and it was hit by a city bus that ran a red light. No personal injury. Bus driver denies fault. My insurance and permissive user's insurance are both trying to deny coverage. Was advised that there was a Hawaii State Statute that allowed permissive users to be covered by my auto insurance. The insurance company is now asking me for proof of this statute. Having problems finding it, would really appreciate any help in finding this information.
