Help with parking ticket

But the ticket was issued in CA.

Parking ticket was issued in CA, but ticket was never placed on the car. I clearly remember never seeing any parking ticket on my car. Now i got a letter from city and told me to pay 158.00(including the late fee and etc). This ticket was issued last summer..

I talked to one of the representative, and she said, I can't even contest or negociate the price of ticket. It seems like my car was parked and slightly went over to red curve. She said, ticket was uncontestent and blah blah..

I am trying to find any ways to fight this ticket, but nothing is on my side so far. I never received or notify to pay the ticket, until now. CA tried to send my letter to WA address, but that was my old address and it never got to me.

Ticket was issued in OC areas, i believe. Any advise would greatly help.
