What is the name of your state? New York

A few weeks ago, my family and I were hit broadside by a non licensed driver who ran a steady Red Light.She was driving someone else's car (registered in another state) My car has been declared totaled, and I had to push "her" adjuster to come up close to BlueBook. I was told they can only go to the NADA level.

Long story short, they came up with a little bit of money for the property value. We are seeing doctors (lot of back/neck problems).

What can I expect now? Do I go after the owner and the operator?
