What is the name of your state? virginia

My wife and I were hit in the rear by a state trooper in may of last year. since then she has been going to a medical doctor and physical therapy on and off. the injury is a soft tissue injury and the underwriter for the state is getting a settlement offer ready. 18 months of treatment and over 4000 dollars of medicalbills, countless nights of not being able to sleep and all of the pain and sufering. what would be a decent threshold to consider on a settlement like this? I have heard that 3 times the medical is close. Any input would be nice.
