my wife's car had the front end torn off in a hit and run collision. the police report and witness stated that the other was 100% at fault. the person was never heard from and the registered owner says she sold the car a year ago. do we sue the registered owner even though she had nthing to do with the car? she did tell us who owned the car and he did call us once, but then disappeared. what should we do?

my wife's car is a 93 Lincoln Mark VIII.
the collision happened a year ago.
we had no insurance on the car at the time of the collision.
her back was messed up pretty bad but we didn't have the money to go to therapy (no medical insurance either).
my wife went to a clinic the next morning for a checkup (we paid cash).
