Hit and Run in Caribbean, driver Canadian, car owned by American

I was wondering if a hit and run accident occurs in a sovereign Caribbean country and the driver of the vehicle that was hit is Canadian and the owner of the same vehicle is American what are the grounds for the American owner suing the Canadian driver?

The police report from this Caribbean country states that there was no hit and run and that the vehicle in question swerved and hit a wall all on its own.

Is the Canadian driver liable? Can he/she be sued for the damages to a vehicle that is registered in the Caribbean country but owned by a American who is living on this Caribbean country?

A bit confusing but hopefully someone can hammer this one out for me.

Should also mention damages are estimated at $1000 US.

Anyone can sue anyone for anything in the US. If you want to sue the driver who lives in canada you would probably have to sue him in canada and appear in court there, so canadian law would apply which this site knows nothing about. I assume this is someone you allowed to drive your car. If he hit a wall, he is at fault. I would expect that there could only be a hit and run if there was damage to the wall, and the driver left the scene without providing info to the owner of the wall.

Not unless he's still there, in which case that's where you would sue him.
