What is the name of your state? CA

The state is CA.

My understanding is when you accept a job in CA you must get a CA drivers liscense. The only exemption is military and full-time college students.

How much trouble would a person get into if he regularly drives his mom's car around California (U.S.) with a Baja California (Mexico liscense) and causes an accident? Would this person have to be on his mom's insurance policy?

question #2

I understand Canada has a list of rules. If an accident occurs at an intersection and there are no witnesses to say which party ran the red light; which party is more likely to be at fault?

The person who is on the main street proceeding forward on a green light?

Or the person who claims that they stop at a red control light and then made a left turn?

In reality the person was coming from the other street and going straight but the cop bought the controlled left turn b.s.

will insurance companies look at past driving records etc. to make a decision.

thanks.
