i got screwed

my two week old truck was legally parked when a teenager ran off the road and totalled it while i was working. the police report found him totally at fault but his insurance did not fully cover my expenses. his ins. company mailed me a letter saying he was personally liable for any other expenses. i am looking to get reimbursed for the 1400 dollars i paid on the ruined truck and the 500 dollars it cost me to rent a vehicle until i bought a new one. i have contacted him with this amount and he claims that his parents are poor and he is going off to college so he cant afford to pay the money, even in a generous payment plan i was gong to work out with him. how can i get this money that he owes me?

There's only one way left - - Sue the miscreant in Small Claim Court. When you win, all costs and fees are automatically added to the judgment.
