I Want Money (sigh)

What is the name of your state? TX

2 weeks ago I got hit by another car and my car was totaled. The driver in other car did not stay at accident scene but instead went to a police station.

They did not have insurance and I only have liability.

What are my options ? I talked to a laywer and was advised to contact other party for them to write a letter saying they will take care of damages. Is that normal ?

What can I do to get money or is there anything I can do ?
