What is the name of your state? Arizona

Can someone tell me the difference of an illegal u-turn and an unsafe u-turn? I kind of have a guess, but I want to see what other people come up with...

Illegal means it is not allowed. Unsafe means a u-turn is allowed at that location but the u-turn was made when it was not safe to do so (oncoming traffic for example).
