incomplete release of liability


What is the name of your state? california

In November 2001 I sold p/u. Turned in release of liability to DMV without buyers name. March of 2002 buyer was in accident (other drivers fault). Was notified by tow company that they had my vehicle. I contacted tow company and explained that the vehicle was not mine. Tow company stated "if you turned in the release to DMV don't worry". Six months later, after lien sale, collection agency wants impound and tow fees stating release was incomplete therefore I am liable for fees.

Question is: Am I liable for the fees even though I turned in an release of liability, albeit, incomplete? Buyer turned in no paperwork to the DMV regarding purchase of the vehicle which in turn means he disregarded several statutes including driving without insurance which in the state of California is illegal.
