Insurance Premium Question

What is the name of your state? New York

Can and do insurance companies raise your premium for no fault accidents?
I had 2 cars totalled this year. Both times I was not at fault. The first time my car was parked. A van lost control and demolished the whole drivers side of the car. I have full coverage so I was paid full amount for the car.
One month later, I buy a brand new car. I was parking the car. The guy behind me did not stop. Rear-ended me and pushed me into a tree. The guy got out of his car and fled the scene. He left his wallet in the car though and was caught the next day. My insurance company deemed the car a total loss.

My agent called me the other day and asked if would like to add a "secure package" to my policy. She said this would prevent them from putting me into the high risk category. And according to her, if they put me in the high risk category my premium would increase 3-4 times what it costs now. The secure package costs an extra $215 per 6 months. Is she just trying to get more money from me? Would the insurance company move me to the high risk category based on 2 no-fault accidents? Also, with the first accident, Allstate is already in the process of recovering the amount they paid off.

Thanks in advance for any answers.
