insurance settlement

What is the name of your state? Pennsylvania

My son was seriously injured in an accident (auto vs motorcycle). He is paralyzed from his chest down. Our attorney said we could only settle for her insurance policy limit (100,000). WE did. he said the woman who was 100% responsible for the accident had no real assests to go after. He claimed that even if a jury awarded our son 1,000,000 he could never collect. Was this info correct, and, if not, what are our options?
