In Pa. when you choose limited tort on your auto ins. pol., you generally give up your right to sue for pain & suffering for injuries you suffer in an accident. However, there are exceptions to limited tort that would allow you to collect money for pain/suffering. One of the exceptions is the at fault driver is driving a vehicle licensed in another state.
