What are your permanent injuries?
How much liability insurance did driver 2 have?
Have you retained an attorney?

Well, if the person only has, say, $25,000 in insurance coverage, where will you get $75,000 from?

Not likely that you're going to get that much without a lawyer. You should get one. He/she can give you a realistic idea about what your case is worth.
