Misdemeanor Hit and Run in California

My brother recently backed out of his parking spot and went home. Several hours later a police officer came to our house and told us that we he had hit another parked car and that a witness wrote down his license plate number and reported it to the police and said he believed that my brother was attempting to flee from the scene; which my brother did not know of. My brother is about to go to college and is working part time trying to pay for tuition I am looking for a cheap or free way to give him the best legal advice for his case. He is also concerned that this would go on his permanent record. What can our family do in order to save money and still not have to pay a fine?
