So glad you asked.
Proposition 213 was passed by the voters in California in 1996, going into law in January 1997. Prop. 213 makes vehicle insurance mandatory in California. Additionally, when a person does not have insurance, or cannot prove their insurance, and they're involved in a non-fault accident, such person cannot claim "general damages" (Pain & suffering). All they can claim are actual damages; e.g., vehicle damage, lost earnings, medical expenses.
So, if you were hurt, and want payment for your general damages ("pain and suffering"), then tell them your insurance information.
