Need Driver's License To Obtain Auto Insurance?

What is the name of your state? New York

Can one obtain auto insurance in my state if they do not have a driver's license? Might seem like a strange question, but there is a valid reason for my asking:
Dealer requires auto insurance be maintained on the vehicle. I do not drive, but my friend does. If she does an errand for me, and something happens, am I covered.
If allowed, what restrictions might an insurance company impose, if filing without a license?
