Need insurance

What is the name of your state? NC

I have a valid driver's license - clean record - spouse has suspended license - hard to get insurance - especailly on a vehicle that we are making payments on...Where are my rights to have insurance on a vehcile that I co -own with my spouse? Once they hear that my spouse is suspended they will not insure me - is this legal? What about my rights?

You are making assumptions. Of course they'll insure you. If your spouse is also on the policy, the rates will be higher. If you don't want the higher rates, you can exclude your spouse from coverage, but that means if he/she ever DOES drive the car and gets in an accident, you could both be on the hook for any damages resulting.
