Neighbor Hits admits fault to police Ihave no insurance

Louisiana
We drove approximately 15 feet when (maybe 5 mph as we had to back out of the spot and drive forward to make a turn to exit the parking lot) when a neighbor in a Ford F150 model truck (2000 model) backed into the driver's side, spraying her and myself with glass and debris and impacting her left side (wrecking the door and the driver's side of the vehicle) We immediately stopped. The driver got out and immediately admitted fault and that he had been arguing with his girlfriend and wasn't paying attention, and asked if she was okay.
