What is the name of your state? Georgia

My neighbor hit my car. He pleded for us not to report the accident. He said he would pay for the damages. The damages to my car exceeded what he thought he could afford.
Come to find out the other car involved was not his car-(he just borrowed it).

Now, He's saying that his insurance won't pay for damages and I would have to go through the other person's insurance.

Is this True? (he was the driver)
What's the best thing I can do now to get my car fix without going through my insurance?
