Night time parking accident

YOUR STATE NAME - Hazlet - New Jersey

My cousin was involved in a parking lot accident with my truck. the other car was parked and hit on the front bumper with my trailer hitch we weren't sure if the cars hit because there was no bump or jolt felt, but i saw we were too close for comfort, so i got out of the truck and he followed. upon observing the other car we saw no damage "also it was dark" so we got back in the truck and left.

The closest eyewitnesses were 2 parking aisles away with the truck blocking their view of the accident. They only witnessed us get out - look and then leave. They copied our license plate as we passed by and then informed other car owner of accident.

An officer responded and wrote the report which had the wrong vehicle and damage information (we went to look at damage in daylight when police report was available) officer wrote the grill was damaged with a large hole, the only damage was to the bumper with a hole. officer wrote the car was black but was really powder blue.

first question, how can he write 2 tickets for leaving the scene, and failure to report when we had no idea there was in fact an accident

second question, if he could mess up on the vehicle color and damaged area with his flashlight do we have a good base to fight these tickets

We don't mind to pay the damages but dont believe we should be charged for something we were unaware of.
