My response:

A typical property damage Statute of Limitations is measured from the date the damage happens - - and a Statute of Limitations is absolutely binding, which is the whole purpose for a Statute of Limitations.

Like anything else, there are very, very, narrow and rare exceptions to any rule or limitations period; but, in 99.99% of the time, once the Limitations period has expired, it's all over - - unless a Civil lawsuit is filed for such damages BEFORE the Limitation date.
