If a person rear ends another person, but there is no obvious damage, no injuries and no police report is filed, what is the obligation of the person who hit the other car to pay for repairs? Four months after this event, the person who was hit is asking for payment to be made to fix his bumper. Do I have any obligation to do this since he chose not to exchange insurance carriers, file a report, etc. Plus, over four months have passed? What are the rules for this in Georgia?

If you rear end another car you are 100% liable. Most people accept responsibility for their actions and make restitution. Many states have a 4 year statute of limitations for filing suit on liability claims.

If he has no witnesses then you can fight it and probably get away with it.

Also, most cars have a resilient fascia on the bumper which means all the damage is hidden until the fascia is removed.
