What is the name of your state? Illinois

I passed a cab that was stopped in the left lane of a one -way street. As I passed, a passenger in the cab opened the rear door of the cab and it struck my car. I was halfway past the cab when it opened. Who is at fault? The passenger gave a phony name and address. Can the cab driver be held liable for allowing the passenger to open the door into traffic? This occurred in Chicago. If the cabbie is liable, what is the applicable law?
