other guy admits, then no contact

Accident at stop sign in PA, the other guy ran through and hit my passenger side rear. He signed a piece of paper saying he would pay to fix, I did not get police. Now he is not answering our calls. What are my options (one week ago)

1. Hire Bubba to make a visit to him.

2. File a Small Claims court action against him.
